At PubCon recently, Google’s Gary Illyes reiterated his disapproval of the advice. He stated once more that, for the most part, it hurts more than it helps.

That is the reason our informing has been every time to not utilize it except if you know there’s a genuine issue. In other words: Avoid using disavow when in doubt.”
Therefore, unless you have a manual action, don’t use the link disavow tool anymore.
